Are you passionate about driving business transformation through effective data modeling?
Join the Open Data team within the new Data Integration and Access unit of the Technology Services Division focusing on implementing the City’s first Open Data Master Plan and enhancing data integration and data platform capabilities for the City of Toronto. You will be joining a growing team that includes data pipeline developers, application developers, service designers, business transformation leads and the operations teams that drive the modernization and vision for Toronto’s world class Open Data program and set the stage for corporate data management capabilities.
We’re seeking a dynamic individual to join our team as a Business Transformation Consultant with a specialization in data modeling. In this role you’ll lead the charge in establishing a corporate data modeling practice and competency to support the expanding utility of data in the organization. Your responsibilities will include identifying data modeling needs within existing IT processes, developing guides and templates for effective data modeling practices, analyzing and selecting appropriate data modeling tools, and devising a comprehensive transformation plan to integrate a data modeling practice into our business practices.
As part of the Open Data team you will also directly apply your work establishing the data modeling practice into a series of initiatives: Envisioning, designing, and implementing a public open data request tracking dashboard; establishing a process to embed open data requirements and coordinate the access/storage of data as part of the process of writing staff reports to City Council; and enhancing the foundational Open Data technology suite that supports our data pipelines and the City of Toronto’s Open Data Portal.
Major Responsibilities:
- Develops & implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Prepares business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of Technology assets and services that will lead to service efficiencies and optimization of resources.
- Documents and analyzes business processes, business requirements, input costs and output levels and conducts workflow analysis and business process modelling.
- Provides documentation, including but not limited to requirements definitions, cost estimations, environmental scans, process models and technology roadmaps in support of all stages (Concept, Definition, Planning, Execution, and Closing) of a project or initiative.
- Conducts analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
- Make recommendations to stakeholders on changes in business methods and processes, including appropriate staffing levels, resource allocation, and alternate service delivery options.
- Evaluates and makes recommendations on alternative methods of delivering technology solutions.
- Designs or modifies business processes in accordance with the Business Process Model and Notation (BPMN) standard.
- Designs or modifies technology solutions for administering the delivery of service and tracking the cost and effectiveness of service delivery.
- Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
- Documents or contributes to product visions, user cases, user case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
- Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
- Identifies, analyzes, rationalizes and optimizes business processes, inputs and outputs at a detailed level by interviewing, documenting and facilitating business process review/re-engineering sessions with stakeholders.
- Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ emerging technologies and/or process redesign to effectively deliver City services.
- Identifies potential technology business integration opportunities through knowledge of industry trends and related divisional technology projects.
- Document or contribute to service visions, use cases, use case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
- Organizes, participates and conducts proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new technologies and processes.
- Provides support, in collaboration with the client community and with key inputs from all Technology sections, to a central library of concepts that will streamline capital business case creation and contribute to the overall Technology Portfolio.
- Contributes and builds a Business Transformation Centre of Excellence through ongoing interaction and sharing of best practices and standards with Business Analysts across all divisions.
- Liaises and communicates with other members of Architecture and Portfolio Delivery and Technology service providers to ensure optimization of efforts and increased cross-collaboration.
- Contributes to the creation of unit work plans.
- Any other assignments as required by the Portfolio Manager.
Key Qualifications:
Your application for the role should describe your qualifications as they relate to:
- Post-secondary education in business, information science, data science, computer sciences, industrial engineering, or in a discipline pertinent to the job function or an equivalent combination of education and experience.
- Extensive experience developing and maintaining conceptual, logical, and physical data models to support various business needs and applications
- Experience in developing guides, templates, training curriculum, and best practices for data modeling to support broader data modeling awareness and adoption.
- Experience analyzing and selecting data modeling tools that align with organizational needs (such as Erwin, Toad, IBM Data Architect, or equivalent)
- Experience collaborating with stakeholders to understand data requirements and translate them into effective data models.
- Experience optimizing and refining existing data models to improve data quality, performance, and scalability.
- Demonstrated ability to identify areas where effective conceptual, logical, and physical data modeling activities provide the greatest positive impact on the development of IT processes and systems and successfully working with stakeholders to implement them.
- Demonstrated ability analyzing and implementing business process modelling, business process improvement, strategic plan, and developing and implementing transformation plans within a large organization.
- Possession of one or more industry-standard data modeling certifications such as Certified Data Management Professional (CDMP) would be an asset.
- Strong understanding of the development of IT processes and systems with the ability to identify areas where effective conceptual, logical, and physical data modeling activities provide the greatest positive impact.
- Ability to understand and implement relational and dimensional data modeling concepts
