Job Description
Location: Oklahoma County
Salary: Up to $60,000.00 based on education and experience
Work Schedule: Monday-Friday
Primary Hours: 8:00AM-5:00PM/ Flex schedule available upon review
The Oklahoma Office of Juvenile Affairs is looking to fill a Federal Grant Outcomes Data Manager. The Federal Grant Outcomes Data Manager will be responsible for supporting positions funded through the Continuum of Care grant obtained by this agency, including the outcomes provided by associated sub-recipient(s). This position will gather the data, track the outcomes, and present the trends to the policy councils, executive leadership, and the State Advisory Group. This position will work closely with the Chief Data Officer and Data Governance to develop and track outcomes and ensure the project assessment is memorialized and prepared for broad dissemination to key funders, investors, grantors, and stakeholders.
Job Duties

Provides coordination, direction, management, or consultation in the planning, development and implementation of projects for the agency.

Performing a specific function or task for several projects to ensure successful completion of the projects.

Collect and analyze project requirements, define scope, create work breakdown structures, and verify and control the scope of the project and budget
-
Ensures key projects are properly planned to identify resources required, alternatives offered, build consensus, establish and monitor timeframes needed to complete projects according to state or agency deadlines. This includes identifying each stage of the project and assessing its business impact.

Serve as a liaison between stakeholders, and all identified partners, vendors, or users of the project.

Develops and implements communication and change management plans

Conducts risk assessments and identifies methods to mitigate the identified risks.

Creates quotes, amendments, and change orders via established procedures and protocols to include impact on budgets, schedules, and project completion.

Monitor and maintain project information such as project objectives, project specifications, schedules, funding, performance, and staffing throughout the life cycle of the project.

Establish changes in scope and re-baselining tracking and delivery, and other stages of the project as needed.

Develop and implement strategies for the quality of the product and the project throughout the life cycle of the project and post-project monitoring and assessments by developing and implementing quality control and quality assurance activities.

Utilize project management tools for task tracking, reporting status, financial tracking, and resource utilization reporting.

Level Descriptor:
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others.
At this level the incumbent is assigned responsibilities related to the overall tactical planning, implementation, and leadership for an agency’s projects that are complex and medium-to large in size and scope. This includes
managing all aspects of the project team, including assigning and monitoring task assignments, presenting on projects’ progress and performance, and determining status of projects. This position works with customers, users, senior management, and others to identify and define project requirements, including proposals, staffing, and cost estimates for future agency projects. Staff may also mentor lower-level staff; provide training to project
management and agency staff.
Minimum Requirements
Education and Experience requirements at this level consist of a bachelor’s degree in business administration, computer science, information systems management or related scientific or technical discipline and three years of experience in project management; or a combination of education and experience.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required include knowledge of advanced levels of project management methodologies, selection and motivation of project team, managing projects that are complex in nature.
Skills required include skill in communicating the vision of the project, identifying and managing all resources required to complete the project within the scope; developing quality assurance
strategies and standards to monitor post-project performance for slippage; and imbedding risk avoidance strategies within the project.
Abilities required include ability to monitor the project and anticipate when change or correction of scope is needed; utilize all resources available to assure positive outcomes of project; communicate at various levels to team members, stakeholders, vendors, and partners to achieve consensus and understanding; provide leadership; and implement team dynamics practices and principals.
Physical Demands and Work Environment:
This position is computer based and set in an office environment. While performing the duties of the job, employees are frequently required to stand, walk, lift, and reach. Applicants must possess a valid Oklahoma driver’s license at time of appointment. Some agencies may have determined positions in this job family to be safety sensitive as defined by 63 O.S. § 427.8. Applicants must be willing to perform all job-related travel associated with this position.
Telework: Not all positions will be eligible for telework. This position telework availability subject to OJA policy and supervisor’s discretion.
