GENERAL DESCRIPTION:
The purpose of this job to perform complex employee data analysis and to ensure HR information system data is accurate. This position collects, analyzes and reports on HR processes and data. This position reports to the Business Systems and Operations Administrator.
This job works under general supervision, independently completing time sensitive operational and system tasks.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Serves as a liaison between Human Resources and the Information Services & Technology (IS&T) Department to provide data analysis and to leverage technology solutions to meet the needs of HR and users of HR information systems throughout the County.
- Leads analysis to identify, correct and re-engineer HR processes to ensure quality data.
- Interprets data, analyzes results using statistical techniques and provide ongoing reports.
- Communicates and validates requirements with relevant stakeholders.
- Identifies, analyzes, and interpret trends or patterns in complex data sets.
- Acquiring data from primary or secondary data sources and maintaining databases.
- Assists and stays abreast with data/system updates and uploads in HR systems.
- Prepares reports for executive leadership that effectively communicate trends, patterns, and predictions using relevant data.
- Uses their knowledge of data processing software and business development strategies to provide sound business decisions to Senior Management.
- Works closely with business development professionals and other data and systems analysts within the County.
- Works with executives and other business players to identify opportunities for improvements.
- Participate in and/or lead collaborative and routine interdepartmental meetings
- Routinely collaborates and works with various departments (i.e. Budget, Payroll, IS&T) and HR staff to identify opportunities for process improvements, recommend system modifications and assist in the development of policies for data governance. Partner with various department staff members to collect and analyze data.
- Creates reports, dashboards, and visualizations to understand business performance.
- Uses graphs, infographics, and other methods to visualize data.
- Creates reports for internal and external resources as needed.
- Works with a team of analysts and other associates to process information.
- Creates presentations and reports based on recommendation and findings.
- Receives tasks from upper management to review internal databases and pull data in accordance with their needs.
- Compiles written reports regarding certain data figures.
- Compiles data regarding turnover rates.
- Performs related program work as required
KNOWLEDGE, SKILLS, AND ABILITIES:
- Ability to set and meet deadlines.
- Ability to create reports, dashboards and visualizations to understand business performance.
- Ability to handle resolution and escalation.
- Proficient at creating queries, report writing and presenting findings
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
- Ability to develop and implement support and governance processes.
- Experience with statistical software and systems.
- Excellent attention to detail.
- Must have excellent written and verbal communication skills.

- Technical knowledge regarding data models, database design development, data mining and segmentation techniques
- Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc.)
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires a Bachelor’s degree in Data Science, Computer Science, Information Technology, Programming, Human Resources or related fields with a minimum of three years of experience working with large, complex data sets, cleaning data, creating data dashboards and visualization; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
PREFERRED QUALIFICATIONS:
- At least two years work experience as a Data Analyst or Business Data Analyst
- Extensive experience working with ServiceNow, SAP, SuccessFactors
- Proficiency in PowerBI
- Intermediate to advance proficiency in Microsoft Excel to perform vlookups, pivot tables, merge spreadsheets, data validation, etc.
- At least two years work experience in Human Resources setting
