IT Governance Strategy and Policies Manager

Description of Work
Position serves as the IT Governance, Policy and Process Specialist and reports to the IT Strategy Director. The primary purpose of this position will be to collaborate across the division to establish Governance Framework, revamp the existing IT Governance Body process, Standardize and Streamline IT policies and Centralize IT Processes.
The position will actively work across the organization to understand the current governance structures and help establish an overall governance framework. Position will also closely interact with key stakeholders including executive leadership team, business leaders and other stakeholders across the division.
Primary Responsibilities of the position:
Understand the current enterprise level Governance process (ITGB) and work with the leadership teams across ITD, the governance lead and business stakeholders to optimize and mature the process.
- Collaborate with stakeholders and develop and implement prioritization framework for Information technology Division (ITD) initiatives.
- Identify existing governance meetings at different levels within ITD, identify duplication and develop a lean Governance Strategy framework
- Work with stakeholders to develop governance procedures for rapidly implementing just-in-time IT solutions to address ad hoc or urgent business needs.
- Work with Governance leads across the organization to execute and implement the developed frameworks
- Identify gaps in the governance process and establish new processes (Ex: Tools Governance, AI Governance)
- Understand various ITD policies and processes, identify gaps, and work with stakeholders to document policies and processes and develop a centralized policies and processes repository.
- Develop an engagement model for the ITD policies and processes to ensure that internal and external stakeholders have a clear understanding of how ITD policies and processes impact their units and when to engage ITD.
- Develop plans to train and communicate ITD policies and processes to internal and external stakeholders
- Standardize and streamline the ITD Executive Steering Committee (ESC) meeting structure
- Establish Standards, Governance and Framework for project and program delivery.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
- Documented knowledge of business and IT Governance process and have experience implementing governance frameworks and prioritization models.
- Demonstrated experience in developing and implementing new strategies and procedures.
- Proven experience working independently, multitasking, taking initiative, managing competing priorities and workload with minimal supervision with the ability to adapt work to unanticipated changes to meet deadlines in a fast-paced environment.
- Demonstrated attention to detail with specific experience developing, editing, and presenting summaries, reports, and complex information and data and communicating that to different leadership levels, peers, and internal and external stakeholders.
- Documented strong leadership skills showcasing exemplary organizational, facilitation and interpersonal skills.
- Exercised skill to interface effectively and translate business needs to IT needs and explain solutions in non-technical terms.
Management preference will be given to candidates with:
- Project Management certification is a plus
- Proficient in Microsoft Project, Excel, Word, PowerPoint, Visio, Access, MS SharePoint, and MS Teams
- 2+ years experience in project management and/or portfolio management
Minimum Education and Experience Requirements

Bachelor’s degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and two years of experience in project management, and/or portfolio management;
OR
Associate degree in economics, business administration, public policy, information science, or closely related field from an appropriately accredited institution and three years of experience in project management, and/or portfolio management or closely related field;
OR
an equivalent combination of education and experience.
