Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD- funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.

We are looking for a Reporting Manager to serve as a team leader who will be responsible for the successful operation and implementation of the Los Angeles CoC reporting and performance standards. This includes, but is not limited to, managing and training a team of data analysts, ensuring the timely and accurate completion of recurring and ad-hoc reports to LAHSA funders and stakeholders, coordinating and participating in reports development, creating and maintaining unit policies and procedures, facilitation of data extraction, transformation and visualization, and integration between HMIS platforms and other data sources or databases.

To be successful in this role, an individual must possess the skill sets required to lead a multi-disciplinary team, strong knowledge of Homeless Management Information System (HMIS), a deep analytic capacity, and the ability to apply that capacity to understanding homelessness. Preferred candidates will be entrepreneurial, self-starters who bring curiosity and anopennesstodiscoverandtrynewideas,withanorientationtowardcontinuousqualityimprovement.Candidateswitha passion for addressing and ending homelessness are strongly preferred.


Schedule
The Executive Director or designee may change the schedule of positions between hybrid and onsite, as necessary to accomplish LAHSA business.

The functions listed below are intended to describe the general nature and level of work being performed and are not to be interpreted as an exhaustive list of responsibilities.

Essential Job Functions

  • Data Analytics and Reporting
    • Serve as an expert in Homeless Service data.
    • Design reporting layouts/visualizations, ensuring the most appropriate methods and tools are used.
    • Manage team to provide clear, accurate, consistent and timely reports to funders and other stakeholders.
    • Provide data analysis and evaluation support to internal and external partners to inform program development.
    • Build systems to transform raw data into actionable business insights.
    • Support work to define company-wide metrics and relevant data sources.
    • Develop strategies for effective and consistent data analysis and reporting.
    • Create and present regular program and system-level reports to stakeholders, including the LAHSA Commission.
    • Provide data and evaluation support for grant-making and procurement, including evaluation of funding proposals.
  • Leadership
    • Lead a team of data analysts, building team comradery, skillset and efficiency.
    • Support analysts and other members of the data management team with complex projects.
    • Maintain up-to-date knowledge of and implement best project management methodologies.
    • Advocate for data management technologies and practices, finding ways to eliminate gaps between the current state and well-targeted future state(s).
    • Review, prioritize, and assign all data and information requests for data from various business stakeholders.
    • Think critically to review business operations, identify opportunities for improvement and collaborate with internal departments and stakeholders to complete requests.
    • Foster a learning community among the team to increase capacity and communication,identify challenges, and implement innovative and durablesolutions.
  • Collaboration
    • Collaborate with senior staff and team members in assessing and improving business operations and processes.
    • Coordinate with external research entities as appropriate to support outside research efforts by contributing data and subject matter expertise.
    • Partner with business area subject matter experts and stakeholders to understand data needs and ensure requirements for requests are well defined and meet the users’ needs.
    • Coordinate with internal teams to ensure current and accurate reporting requirements and performance expectations are included in agreements with funders and sub-recipients.
  • Other projects and assignments, as assigned

Knowledge, Skills & Abilities

  • 5-7 years of experience with business intelligence tools such as Tableau, PowerBI, SSRS, or other similar technology.
  • Familiarity with the development and utilization of queries in SQL, Ruby, Python, or similar technology.
  • Knowledge of data governance principles and practices.
  • Experience with programmatic quality assurance, performance management, and evaluation techniques.
  • Experience with database management, systems and data collection practices; HMIS experience is preferred
  • Experience with identifying and implementing process improvement opportunities.
  • Experience working with data analysts and business intelligence developers.
  • Excellent verbal and written communication skills to present technical information to diverse technical and non-technical audiences.
  • Experience and familiarity with homeless services preferred.
  • Emotionally intelligent leader and coach, experienced in attracting, motivating, and retaining star performers.
  • Clear and compelling oral and written communicator; presentation experience preferred.
  • The ability to work in a fast-paced, dynamic environment with changing priorities and manage multiple priorities simultaneously.
  • Strong problem-solving skills.
  • Intermediate to advanced level of computer software programs, specifically, Microsoft Office (Word, Excel, Power Point, SharePoint, OneDrive, and Outlook).

Training & Experience

  • Minimum of 2 – 3 years’ experience managing diverse teams.
  • BA/BS in data science, business administration or related field is strongly preferred; however, an equivalent combination of applicable training and experience will be considered.
  • Master’s degree in Public Policy, Social Work, Business Administration, or related field, preferred.
  • Proven professional experience and educational background.

LAHSA offers this voluntary supplemental insurance to all full-time employees. ADP Flexible Spending Accounts
LAHSA offers employees this voluntary flexible spending account plan through ADP Workforce. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.

Life Insurance
LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Long Term Disability
LAHSA pays 100% of the premium for long term disability coverage through ADP.

Public Service Loan Forgiveness (PSLF) Program Eligibility
LAHSA is considered a government employer for the PSLF Program.

Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.

Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.

Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year

Maximum accrual of vacation leave is 200 hours.

Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
