Founded in 1971, Pact works with partners to build resilience, improve accountability, and strengthen knowledge and skills for sustainable social impact. Department: Organizational Operations & Administration – Pact’s Organizational Operations and Administration (OOA) team is responsible for the efficient, operational integrity of Pact, driving continuous operational improvement across the organization to ensure the organization is able to accomplish its strategy and mission, while also responsible for managing Pact’s travel program and Washington, DC facilities. Working closely with all business units, OOA leverages project management and process improvement best practices, AI, automation, and other technology to ensure that Pact staff have access to the information, tools, and facilities they need to deliver on their work Position Overview:

The Operations and Technology Officer supports the goals of Pact’s Organizational Operations and Administration team to drive operational integrity and continuous improvement as Pact seeks to be on the cutting edge of leveraging technology and agile process improvement to drive efficient and effective operations. The team accomplishes this by leveraging and promoting the use of AI and automation (e.g., Microsoft Co-Pilot and Power Platform), continuous improvement and project management approaches (e.g., Agile and Lean), and a suite of business productivity tools (with Microsoft 365 as the foundation) to ensure staff have access to the information, tools, and facilities they need to deliver on their work.

This position provides a unique opportunity to be exposed to, work on, and take leadership over a wide variety of operations functions at a leading international NGO. Candidates are not expected to have deep knowledge and experience in all of the areas listed below; an ideal candidate has the ability and passion to quickly and independently learn new skills and technology and to teach these new skills and technology to colleagues.

Key Responsibilities:

Operational Efficiency
  • Support the implementation of Pact’s AI and automation strategy and support the automation of Pact’s operations, leveraging the Power Platform and other tools and systems by building apps and automations to help Pact work more efficiently and effectively
  • Serve as project manager on projects to integrate Pact’s systems when appropriate
  • Help lead the implementation of a common organizational approach to Pact’s core productivity tools of Outlook, Teams, OneNote, Planner, SharePoint, and Mosaic, providing training to staff and monitoring and use
Operational Improvements
  • Support the prioritization of the Finance, IT, and Operations (FIO) business unit’s operational improvements, identifying needs and linking these to business priorities, raising potential issues and roadblocks
  • Serve as or support a project manager for systems implementations and other internally focused operations improvement projects. Examples of projects include automating the payment request process and improving Pact’s financial data architecture and reporting system
  • Support FIO (and other business units on request) in the development and maintenance of policies and procedures to ensure a common organizational approach and integration of policies and/or procedures where appropriate
Creating Effective Working Environments for Staff
  • Support the efficient use of Pact’s office space in Washington, DC in which staff work including implementing an approach to office design, technology needs, security, supplies, and storage that meets Pact’s current office-use needs
  • Support the development of an organization-wide approach to facilities management that is applied across offices, working with other business units and departments
  • Support the Director, Organizational Operations and Administration in the leadership of Pact’s travel program ensuring Pact can safely and efficiently travel in support of Pact’s mission
Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.

Basic Requirements:

  • Master’s degree with five (5) years work experience or bachelor’s degree with at least seven (7+) years work experience
  • Ability and passion to quickly and independently learn new skills and technology and to teach these new skills and technology to colleagues
  • Experience working with or interest in learning project management approaches (e.g., Agile) and/or continuous improvement approaches (e.g., Lean, Six Sigma, Kaizen) to document, review, and improve organizational policies, processes, and systems
  • Experience working with or interest in using and training staff on the Microsoft 365 suite of productivity tools (e.g., Outlook, Teams, SharePoint, OneDrive, OneNote, Forms) and third-party intranet platforms
  • Experience working with or learning about multiple operational functions and principles, including information technology, finance, human resources, compliance, grants and contracts, security, and facilities
  • Strong oral communicator with excellent writing skills
  • A demonstrated record of employee engagement and orientation to collaboration in a matrix environment

Preferred Qualifications:

  • Certification in project management (e.g., PMP, Agile) and/or continuous improvement approaches (e.g., Lean, Six Sigma, Kaizen)
  • Experience developing apps and flows and with basic coding in Microsoft’s Power Platform or similar platform
  • Experience creating and maintaining effective working relations with team members from diverse backgrounds and who live and work in countries around the world
