Terms of Reference
1. General Background
(Brief description of the national, sector-specific or other relevant context in which the individual contractor will operate)
The position is normally supervised by a Professional or Senior General Service staff member who provides the incumbent with regular guidance and support. The position has no supervisory role.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are not frequent. In the Field locations, under supervision of the manager, the incumbent may play a liaison role with the national and local authorities for gathering and exchange of data
2. Purpose and Scope of Assignment
Accountability (key results that will be achieved)
– The Office has reliable and up-to-date data on persons of concern.
Responsibility (process and functions undertaken to achieve results)
– Enter data mainly related to asylum seekers, refugees and persons of concern to UNHCR into the computer database.
– Contribute to the preparation of reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.
– Update and maintain existing databases and generate various statistical reports and analysis.
– Assist in the development of forms for data collection and analysis, if requested.
– May be required to undertake field trips to project sites.
– Prepare dashboard/reports and provide support to other unit in terms of statistical data requested.
– Oversee quality control procedures to ensure data accuracy, completeness, and consistency across all systems.
– Provide user training on PRIMES tools for various units and external stakeholders and promote best practices in data collection, analysis and visualization.
– Perform any other duty, as requested.
3. Monitoring and Progress Controls
– Decide on the data recorded in database.
– Decide on appropriate resolution to incidents and escalate issues to the supervisor if incident cannot be resolved within the scope of responsibility.
– Performance measured based on assigned task within the stipulated time.
– Integrity and quality of data in database and ascertain whether necessary checks were executed.
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
– Completion of the Higher Secondary Education with post-secondary training/certificate in electronic data processing, Information Technology, Computer Science or related field.
– Fluency in English and working knowledge of another relevant UN language or local language.
b. Work Experience
Minimum 3 years of previous job experience relevant to the function.
Proven experience in data management, collection, and software development is an asset, along with proficiency in relevant software such as ArcGIS, SPSS, R Studio, SQL Server, KOBO, Microsoft Power Platform (including Power Apps, Power Automate, and Power BI) is an asset. Knowledge in PRIMES applications is a plus. Experience with web development languages, including HTML, PHP, ASP, and Java, is as asset. Ability to formulate technical data requirements and develop technical standard operating procedures and user guides.
