Job DescriptionThis OpportunityWSP is currently initiating a search for an Assistant Vice President, Program Management Support for our Tamuning, Guam office. Be involved in projects with our Transportation Team and be a part of a growing organization that meets our client’s objectives and solves their challenges. PLEASE NOTE: This position requires relocation to Tamuning, Guam.
In this opportunity, the ideal candidate will provide providing high level technical support for project and program management information systems. Our Transportation Team provides project and program management and engineering services for transportation infrastructure and supports WSP’s projects around the world. Our Guam Team works on multiple projects simultaneously, in close coordination with other technical departments. Come join us and help shape the future!Your ImpactResponsible for supporting transportation programs and projects. Oversee and monitor cross-functional teams of technical professionals and subject matter experts to execute project work on mid-level and/or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost, compliance documentation, and managing the contractual obligations to deliver the project(s) as defined in the contract.
Support the development of project proposals, cost estimates, scope, schedules, and resource plans. Support Project Manager with budget development, monitoring, Estimate to Completes (ETCs), and recovery plans, and invoicesAssist project manager with change management, such as documenting scope changes or scope additions. Assist project manager in developing contract change orders.
Support subcontract development and amendments. Partner with management staff to maintain regular communications with the client including reporting on monthly status, safety incidents, and major issues together with scope and budget impacts.
Manage the administration, contract compliance and key financial elements associated with multiple portfolio contracts and large scale multi-disciplinary projects. Provide continuous project management and quality improvement support. Assist in monitoring projects progress, claims, and invoicing/payments.
Support the development and updates to the Project Initiation/Setup Documentation including: Risk (REF/RMP), Project Management Plan (PMP), Project Quality Plan (QP), Project Safety (PSP), and Communications Plan as necessary. Provide regular project reporting and updates to clients, technical area, and business unit managers, identifying any emergent issues with scope, risk, and/or budgetExercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures. Manage, and develop competitive grants for transportation projectsPerform additional responsibilities as required by business needs.
Who You AreRequired QualificationsBachelor’s Degree in Engineering, Construction Management, Planning or a related discipline. 10+ years of relevant post education experience with 5+ years of experience in transit and transportation projects Proficient understanding of project delivery process within the A/E/C industry and strong background and experience in project management. Familiarity with federal regulations.
Experience in establishing project control systems and procedures and developing project reports and documentation. Experience in transportation financial managementDemonstrated experience in transportation grant management or grant application development. Highly proficient analytical and organizational skills, with business acumen to bridge the business and project management.
