The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia – increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.
Job Description
The Enterprise Data Services (EDS) group, within the Office of the Chief Digital Officer (OCDO), oversees the data architecture, data integration, data warehousing, data quality assurance, and business intelligence for the Department of Behavioral Health and Intellectual disAbility Services (DBHIDS).
The EDS group is seeking a Behavioral Health Data and Information Analyst to support in documenting and updating information regarding data systems and business processes used by the Behavioral Health Division (BHD) within DBHIDS, with a focus on supporting the Philadelphia Crisis Line (PCL) unit. This position will be responsible for leveraging data to provide valuable insights and contribute to informed decision-making within the organization.
Duties and Responsibilities:
• Analyze data using statistical methods and data analysis tools.
• Identify patterns, trends, and correlations within the data.
• Clean and preprocess data to address inconsistencies, errors, and missing values.
• Adhere to data governance policies and standards.
• Maintain comprehensive documentation to facilitate knowledge sharing.
• Interpret data findings to provide actionable insights and recommendations.
• Collaborate with stakeholders to understand business implications of data analysis.
• Prepare and deliver regular reports based on data analysis.
• Use visualization tools to present findings in a clear and understandable manner.
• Provide data-driven solutions to improve processes and decision-making.
• Support in the collection of data in any necessary data systems.
• Performs other duties as assigned.
Skills Required:
• Ability to use computer software packages, including but not limited to: Microsoft Office and advanced understanding of Excel
• Excellent quantitative and data analysis skills
• Ability to initiate and drive projects to completion, with minimal guidance.
• Extremely strong attention to detail and accuracy
• Strong knowledge and experience with statistics, research and analysis
• Excellent written and verbal communication skills with the ability to collaborate and work with others
• Ability to prioritize and respond to requests with speed and agility
• Ability to effectively communicate theoretical and analytical concepts and findings, both oral and written
• Knowledge of principles, practices and procedures used in preparing annual public and private program reports
• Ability to translate complicated data into useful information
• Awareness in behavioral health services
Qualifications
All candidates MUST possess the following: Completion of a bachelor’s degree program at an accredited college or university in the social or behavioral sciences, education, public health, public administration, information management, or related field of study. Experience with performing data analytics, modeling and statistical analyses.
Additional Information
Salary Range: $65,000 – $75,000
Starting salary to be determined based on experience and qualifications.
