OVERVIEW OF THE FUNCTIONS OF THE POST

In the pursuit of its global mission to promote peace, cultural diversity, education, and sustainable development, UNESCO undertakes a multitude of projects across various countries and domains. However, the complexity of these projects, often conducted in diverse and challenging environments, brings forth a range of potential risks that can impact the achievement of its objectives. 

UNESCO is looking for a consultant to support the Risk Compliance & Policy Unit (RCP) in taking to the next level the information collected on its annual Control Self-Assessment by creating a compelling dashboard in Power BI based on SharePoint data. The Unit is also looking to work with this consultant in the redesign its SharePoint space and digitizing key forms to streamline processes and improve data accessibility. The successful consultant is expected to bring energy, creativity & innovative thinking to categorizing/organizing content effectively.

Key Responsibilities and Activities 

 

Data Visualization Development in Power BI 

Work with different teams to understand reporting & key performance indicators (KPIs). 

Connect SharePoint data and build a model and exploit it in Power BI. 

Develop interactive & visually appealing Power BI dashboards with meaningful insights. 

Ensure data accuracy and consistency in the dashboards. 

Maintain/update the dashboards as needed based on user feedback and requirements. 

 

Content Management & Development in SharePoint  

Design/Customize the unit SharePoint (SP) space for usability and functionality. 

Create/organize SP document libraries, lists, and pages to ease access to information. 

Implement best practices for SP site architecture and navigation. 

Provide training and support to RCP team members on using the SP space effectively. 

 

Digitization of Forms 

Bring innovative thinking to support the Unit’s need to digitize key forms. 

Design/develop digital forms using SharePoint, Forms, or other relevant tools. 

Ensure that digitized forms are user-friendly and meet the requirements of the team. 

Test and validate the functionality of digital forms before deployment. 

Document and train users on how to complete and submit digital forms. 

 

Content Categorization and Organization 

Develop creative strategies for categorizing & organizing content within the SP space. 

Implement intuitive taxonomy/metadata structures to enhance content discoverability. 

Continuously review/refine content organization to align with needs/feedback.

REQUIRED QUALIFICATIONS

Education 

Advanced university degree or experience equivalent in Data Science, Data analytics, Business, Management, Internal Controls, Risk Management, Information Technology or relevant field.  

Demonstrated experience using PowerBI as a visualization tool.  

Demonstrated experience in using Microsoft SharePoint to organize collaborative and communication workspaces as per customer needs. 

Proven experience in assignments qualified as excellent by customers.  

 

Skills 

Advance use of Power BI as a visualization tool for business data. 

Strong understanding of information architecture & web design principles for SharePoint. 

Curious or familiar with visualization of user journeys. 

Strong communication skills and demonstrated experience in organizing and optimizing information. 

Excellent written and verbal communication skills in English and French 

Tech savvy with proficient computer skills, including Word, Excel, Power Query and SharePoint. 

General Knowledge on Business processes, Controls & Risks to understand the data is desirable.   

Strong analytical skills and reporting capabilities. 

A high level of individual responsibility, commitment and initiative. 

Responds flexibly to changes and develop alternate plans to achieve objectives. 

Motivated by learning, taking challenges and improving processes. 

Team player and easy communication to keep people informed on challenges or delays. 

DESIRABLE QUALIFICATIONS

A consultant with experience on finance, internal controls a risks in an organization and also tech savy with advanced power BI skills.

DELIVERABLES

1. PowerBI Model to visualize the Control Self-Assessment Results in a Dashboard that allows exploitation of all the dimensions captured by the questionnaire.

2. Collaborative SharePoint space organization proposal to keep institutional memory and allow quick reference to information in the different workstreams of the Risk Compliance and Policy Unit.

3. Updated communications SharePoint space that allows user experience friendly enough to be recognized as the best of its kind to support offices in their consultation of guidance and organizational policies on risk management.

4. Digitization of key templates (e.g. risk registers, monitoring tables) and creation of respective PowerBI visualizations that capture the main insights from the information being captured. This includes the development of a risk interactive dashboard that allows to drill down on risks from different dimensions.

Evaluation Criteria:  

The consultants will be evaluated based on qualifications, relevant experience on SharePoint and the extent of knowledge of Power BI visualizations and approach to improve data processing. 

 

Contractual arrangements 

These Terms of Reference provide understanding of the role, responsibilities and activities. 

An assessment of candidates will determine the selection based on the criteria above. 

A contract will outline the terms and conditions of this engagement. 

The consultant shall have its own laptop, PowerBI license and access to the internet. 

Candidates are expected to have work permit in France & Medical Insurance, if working on site. 

The consultant shall treat all project-related information as confidential and shall not disclose any sensitive information without prior written consent.
