Job Description
Responsibilities
Noblis is seeking a technical thinker and doer to work as a Data Architect within a highly dynamic and impactful operating environment located in McLean, VA.
The Data Architect will:
- Develop data and metadata policies and procedures for structural design and development to build, maintain and leverage the data model, ensuring integration with corporate data standards.
- Monitor industry trends and directions in database technology and tools; develop and present substantive technical recommendations to the Sponsor.
- Oversee the design, evaluation, selection, implementation and support of major databases and metadata structures; review and evaluate database performance, risk and financial analysis feasibility studies.
- Oversee the strategic structural design and development of databases and metadata
- Provide advanced technical direction to the maintenance of major existing databases supporting evolving applications and business processes.
- Provide comprehensive assessments of the technical characteristics of proposals and alternatives considered to optimize database performance.
- Provide extensive technical, strategic advice and guidance in the creation and implementation of new data standards and databases.
- Provide technical oversight and direction to designated boards for integrating new technology or major new mission capabilities into the metadata and data standards and structures.
- Review and assess technical proposals requesting changes or upgrades to the existing databases.
- Serve as the lead technical resource in the strategic oversight and planning of data models and database structural design and development.
- Strategically plan new designs for integration into a database structure, using knowledge of the characteristics of the systems being added to the structure and the specifications for database interfaces to ensure effective integration and optimal database performance.
- Develop methods of ensuring data incompatibilities among systems are systematically eliminated.
- Diagnose, isolate and expediently resolve complex problems pertaining to data infrastructure.
Required Qualifications
- Active TS/SCI with Full Scope Polygraph.
- Database experience with some of the following products: PostgreSQL, MySQL, Oracle, MongoDB
- Programming knowledge in some of the following languages: Python, SQL, Java.
- Experience working with Docker, Kubernetes
- Proficiency with git and pull request workflows.
- Experience performing extract, transform, load (ETL) development for data pipelines.
- Ability to perform API service development.
- Demonstrated experience working with IC Agencies.
- Knowledge of IC systems, processes, data, and policies.
- Knowledge and application of agile techniques and methodologies.
- Experience mentoring or training (through formal or informal means) members of the team.
Skill Levels:
- Senior Expert (SME): Bachelor’s Degree in associated field and 14+ years of relevant experience; Master’s Degree in associated field and 11+ years of relevant experience; PhD and 10+years of relevant experience.
- Compensaton $151,700 – $291,900
- Expert: Bachelor’s Degree in associated field and has 10+ years of relevant experience; Master’s Degree and 9+ years of relevant experience; PhD and 8+ years of relevant experience.
- Compensation $125,500 – $265,500
- Senior: Bachelor’s Degree in associated field and has 6+ years of relevant experience; Master’s Degree and 5+ years of relevant experience; PhD and 4+ years of relevant experience.
- Compensation $103,800 – $181,700
- Junior: Bachelor’s Degree in associated field and 1+ years of relevant experience.
- Compensation $64,300 – $149,800

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
