Cadmus is seeking a Digital Specialist for its Digital Forward Project. This activity advances research, training, strategic thinking, digital-sector partnerships, and behavior change that will equip the U.S. Agency for International Development (USAID) for the digital age. This activity fosters the effective and responsible use of digital technology across all technical and regional sectors, and supports the growth of open, inclusive, secure, and rights-based digital ecosystems in partner countries.

Responsibilities:

  • The Digital Specialist will advise the activity, buy-in clients, and USAID across the project to include managing technical deliverables from consultants and partners, including providing technical inputs and quality assurance
  • Provide technical guidance to inform development of activity’s strategic plan, work planning, and reporting
  • Develop and manage relationships with key sector partners, donors, consultants, host country counterparts, and stakeholders
  • Ensure the activity remains up to date with innovations in the digital development sector
  • Develop and manage relationships with key sector partners, donors, consultants, host country counterparts and stakeholders
  • Co-creation and collaborating on thought leadership across the project and in conjunction with USAID

Qualifications:

  • Master’s Degree in business administration, international development, technology-related disciplines or other relevant field with 8 years of experience or Bachelor’s Degree and 10 years of experience
  • The Digital Specialist shall, at a minimum, have five (5) years of experience working in digital thematic areas such as AI, digital government and economy, cybersecurity technology, and/or cross-sectoral digitalization as well as proficiency with a number of digital assessment tools, preferably within the development field
  • Excellent communication, interpersonal and relationship-building skills, including a proven ability to communicate complex concepts in technology to development experts and the ability to advise large teams through complex technological change
  • Experience working with USAID is required
  • Experience building and leveraging relationships with counterparts at various levels of government and private sector
  • Advanced understanding of digital innovation, digital strategy, and change management
  • Demonstrated ability to work in complex environments, work across varying cultures, and manage diverse teams to deliver impact within agreed timelines
  • Excellent written and spoken English

Additional Information:

Candidates must be eligible to work in the United States as a U.S Permanent Resident or U.S. Citizen.

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
