JOB DESCRIPTION:

This position oversees all data and industry software as it relates to the Office of Cannabis Policy (OCP) in the Department of Administrative and Financial Services (DAFS). The Data Director will be responsible for developing the strategic vision crucial for formulating the OCP data strategy, including shaping and implementing transformative initiatives to propel OCP’s success. This position reports to the Deputy Director of Strategic Initiatives and has three direct reports. This role is dynamic, fast-paced, highly collaborative, and covers a broad range of strategic topics that are critical to understanding Maine’s cannabis ecosystem.

 

As a member of senior leadership, the Director will help OCP use data to drive business decisions through proactive thought leadership, innovative research capabilities, and the ability to communicate complex and dynamic information in new and creative ways. The position also formulates policy, standards, and guidelines in order to implement effective services. This includes developing, planning, and providing expertise in the assigned subjects and areas serviced by the division. The Data Analytics Director will be responsible for overseeing long-term data-related development projects, including a partnership with MaineIT to build out OCPs data management infrastructure and assisting in the selection of the next inventory tracking vendor following a competitive bidding process. This is a hands-on analytical role that is proactive, collaborates across functions, and enables data-driven decisions that are based on rigorous analyses, best available information, and business knowledge. The ideal candidate will have a versatile set of skills that allow them to not only manage and lead the Data Analytics team, but also step in as needed to assist in completing critical projects.

 

SPECIFIC TASKS INCLUDE:

 

Leadership, Vision & Staff Management

· Responsible for long-term planning of technological needs and implementing approved recommendations.

· Develop, implement, and direct comprehensive and effective data strategies and initiatives to support all aspects of OCPs work.

· Ensure Data Analytics team actively collaborates with other OCP departments such as licensing and compliance, to ensure that data-related procedures support, integrate, and drive increased effectiveness and efficiencies of these functions.

· Plans, directs, supervises, trains, mentors, and evaluates subordinate professional and administrative employees.

 

Analytics & Reporting

· Act as a strategic partner to frame, investigate, and answer key business questions related to industry and OCP performance.

· Promote the use of the latest tools and techniques for analysis to build sophisticated analytics products that power business decision making.

· Develop reports and analytics for both internal and external purposes and assist in strategic decision making for program development.

· Provide statistical analysis on KPIs and connect reporting insights together to tell a compelling and persuasive story and deliver clear and actionable recommendations to senior leadership.

· Oversee OCPs open-data online dashboard to ensure accurate and automatic reporting of industry KPIs to the general public.

 

Project Oversight & Research

· Oversee IT strategic projects, including the procurement, development, and configuration of OCPs inventory tracking system and other software and technology utilized by the office.

· Oversee the implementation of high-level initiatives such as the development of OCPs data management infrastructure and subsequent data migrations.

· Collaborate with all departments to improve data collection and management tools intended to evaluate Maine’s cannabis industry and efficiency of OCP processes while ensuring data integrity and accuracy.

· Support the management of OCPs inventory tracking, licensing, and compliance databases and ensure seamless integration into OCPs data management infrastructure.

· Initiate special purpose research and independent projects as they relate to the OCPs mission.

· Conduct research on past, current, and emerging trends related to cannabis policy.

· Provide real-time support to OCPs policy team to deliver quick, accurate answers to emerging policy questions and legislative requests.

 

Other

· Develop internal processes and procedures; recommend technological innovations to streamline functions and improve productivity.

· Ensure reporting requirements are completed in a timely and accurate manner; utilize automated systems for tracking and reporting.

· Liaise with Maine IT in troubleshooting and supporting the technological needs of OCP.

· Contribute to the development and testing of system enhancements, analyze data and systems issues, and recommend process changes.

 

 

KNOWLEDGES, ABILITIES AND SKILLS REQUIRED:

Knowledge of DAFS programs.

Knowledge of State Government structures, policies, and procedures.

Knowledge of Maine cannabis laws and regulations.

Ability to demonstrate a flexible leadership style by being forward-thinking, competent, and inspiring while meeting the needs of a broad range of individuals and situations.

Ability to effectively communicate verbally and in writing.

Ability to build, track, and manage multiple projects.

Ability to manage unit staff, operations, and functions.

Ability to seek opportunities to resolve problems, achieve goals, or otherwise advance OCPs mission.

Ability to develop, monitor, coordinate, and implement unit and statewide policies, procedures, and guidelines on a statewide basis.

 

MINIMUM QUALIFICATIONS:

In order to qualify, you must have at least three (3) years’ direct supervisory/management experience with eight (8) years combined education and/or experience which includes a Degree in Information Technology, Statistics, Mathematics, Data Science, Computer Science or a closely related field -AND- four (4) years of experience in data analysis.

 

PREFERENCE WILL BE GIVEN TO INDIVDUALS WHO CAN DISPLAY SKILLS AS FOLLOWS

1. Demonstrated experience developing effective systems and processes related to data management, analysis, and reporting.

2. A demonstrated ability to obtain, synthesize and integrate a broad range of data (financial and/or programmatic) from multiple sources for use in analytic reporting initiatives.

3. Knowledge of project management methodologies and business process improvement principles.

4. A history of utilizing data and statistical analysis to test, challenge and defend assumptions.

5. Experience with large scale ERP (Enterprise Resource Planning) process applications and data warehouses/lake houses is preferred.

6. Advanced technical skills in the use of spreadsheets (pivot tables, functions, macros/VB script, etc.), database query/reporting methodologies and statistical analysis skill sets.

7. Prior experience with Business Intelligence and/or Analytic software suite is preferred (i.e. SQL Server SSRS/SSAS, Data Visualization)

8. Experience managing two or more direct reports in a data analytics and/or technological setting.

9. Holds a bachelors degree or higher in Statistics, Mathematics, Inf
