Lead Data Manager
Job Description
OCT Consulting is an SBA-certified, 8(a) small business management and technology consulting firm that supports Federal Government clients. We provide consulting services in Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
● Provide expert leadership and guidance in performance to a cross-functional team of data analytics, business analysts, and technology professionals
● Lead the overall policy development of data governance, data sharing, data standards, and data quality
● Lead the overall technical development of data governance, data sharing, data standards, and data quality
● Support a data-driven culture through, including but not limited to, data literacy training, tools, and other mechanisms
Qualifications and Skills
● Bachelor of Science in Data Science, Statistics, Computer Science, Engineering, Mathematics, or related degree with at least five (5) years of experience leading data management efforts including but not limited to data policy, data sharing, data governance, data standards, and data quality.
● Demonstrated experience in preparing plans, roadmaps, and frameworks to improve data operability through standardization. Monitor implementation plans and provide analysis and reports on progress compared to plans.
● Demonstrated experience in reviewing government form changes and additions to make recommendations on the implementation of data standards to agency forms.
● Demonstrated experience in reviewing system data standards inventory and providing analysis of gaps or omissions. Support and provide recommendations for processes and procedures to support the review and assessment of data standards implementation.
● Demonstrated experience in identifying and defining requirements to present standards and supporting information through existing and emerging IT platforms.
● Demonstrated experience in establishing requirements and testing outcomes to implement standard reference data in enterprise repositories
● Excellent communication and efficient workflow, with experience using platforms such as MS Teams + Planner and Outlook, Maestro (JIRA, Confluence), GIT, Collibra, Mobius, etc.
● Recent experience with large data management programs, preferably in DHS components like USCIS, TSA, FEMA, CBP
● Demonstrated experience in preparing and delivering written and oral briefings to multiple stakeholders including senior govt. executives.
