The Office of Information Technology at the Dell Medical School is looking for a Principal Data Architect.
Under the direction of the CTO, this position is a strategic leader for the technology department and the broader The University of Texas Medical Center, anchored by Dell Medical School organization, facilitating the overall data technology and solution architecture, as well as leading the design and implementation of the data platform and capabilities to meet the needs of a new Academic Medical Center. This role additionally serves the overall UT System by providing vision and leadership for the UT System data strategy and data platform. Architecting and developing data platform capabilities to serve all of clinical, research and education needs will be of primary importance.
Key to the role is the ability to translate vision into tangible roadmaps and drive subsequent action by building the right coalition across the institution. Assignments will run the spectrum of education, research, clinical, administrative, and hospital infrastructure, with the ability to effectively lead changes needed to accomplish both short-term and long-term objectives. Working closely with The University of Texas Medical Center, anchored by Dell Medical School, embedding data privacy and cybersecurity protections into our data technology strategy in a way that balances usability and risk mitigation is required.
The right candidate has data architecture and platform leadership experience from complex environments and is accomplished in managing architecture and implementation activities across multiple data transformation programs. Independent stakeholder management and coalition building is expected, enabled by great communication skills.
Core architecture tradecraft deliverables, the creation of which the Principal Data Architect will lead, include:

Tangible data architecture principles to be followed by the rest of the technology organization, associated escalation model for the (few) cases where agreement cannot be achieved on the ground in a project.

Data architecture and technology roadmap as the tangible embodiment of our data platform milestone roadmap.

Current and complete data solution catalog (including all UT Medical Center sourced, main campus sourced and research team sourced solutions).

Mapping and triaging all current data technology solutions against our data platform capabilities, creating a roadmap for what to phase out and when.

Informed triage of new data and data capability requests, including platform strategy fit.

Standards and templates for data solution and integration architecture designs.

Security and privacy architecture for our overall data platform and environment.

Executive level presentation materials to storytell data roadmap and data platform topics.
The Principal Data Architect is responsible for data platform specific architecture activities and deliverables including:

Lifecycle stewardship model for data on our data platform.

Integration architectures for the exchange of healthcare with other University of Texas health institutions and with TACC (our high-performance compute-center).

Solution architectures for research use of data on the data platform.

Data models (semantic, conceptual, and/or logical) for core healthcare data on our data platform.

Blueprint for how to practically inject insight into care models and solutions (via our HER platform, as well as other paths).

Security and privacy architecture for data on the data platform and for downstream use of said data.
Rightsizing time and effort spent on various activities is necessary, keeping in mind our 5-year timeframe for successfully completing multiple large interdependent technology and business transformations.
Purpose
The Principal Data Architect with work directly with the leadership and staff throughout the technology organization as well as with research and clinical leaders. Collaboration with UT Austin main campus IT, UT System, and other healthcare organizations across UT is a key part of this role, including specifically leading UT-HIP architecture discussions and implementations. Occasional travel to other UT system sites will be required.
Responsibilities

Deep understanding of leading data technologies and how they work together. Fluent in all aspects of data technology used in healthcare with a demonstrated ability to assess multiple factors in formulating recommendations, factors such as such as usability, performance, reliability, cost effectiveness, cybersecurity, integration.

Defining the overall data technology roadmap. Lead transition and transformation by developing technical designs that meet the needs of the institution, as well as usability, performance, cost, cybersecurity, and integration requirements. Regularly conducts research and evaluation of current data technology trends and industry practices to inform strategy. Ability to communicate technical information effectively with business, clinical, technical, and executive audiences. Ability to clearly articulate trade-offs and rationale for recommendations.

Ability to develop and foster strategic partnerships with technology vendors, startups, and industry leaders that will enable and accelerate the overall strategy.

Data driven in decision making and continuous improvement of services. Strong analytic and problem-solving skills in area of responsibility.

Sound business and financial acumen and understanding. Contributes to vendor management and contract negotiations in partnership with operational owners.

Develops, implements and monitors data policies, procedures and standards in collaboration with other Technology and Risk Management leaders to ensure policies, procedures and standards are aligned and effective across the organization. Provides leadership in Business Continuity and Disaster Recovery planning.

Required Qualifications
Bachelor’s degree in Computer Science, Engineering, Information Systems or a related field and 10 years of related experience including previous experience as a Principal Data Architect, or similar leadership role. Leadership gravitas. Prior experience developing and developing and overseeing data solution architecture and/or at-scale design for a complex enterprise. Prior experience developing and implementing data platform strategies. Broad knowledge of data and data technology trends and robust data industry understanding. Robust understanding of cyber threats, cohesive and effective mitigation strategies through data architecture and design. Experience in vendor management. Experience leading data transformational initiatives in complex environments. Relevant education and experience may be substituted as appropriate.
Preferred Qualifications
Master’s degree in related field. Experience in hospital, medical education, research, or related fields of healthcare. New facility technology-related technical design and implementation experience. Experience with developing and managing strategic partnerships. Experience in data technology strategic planning. Experience with other parts of the technology space. Data modeling experience is a plus.
