Job Overview

The Research Informatics & Data Science Program Manager performs program management activities for the Analytics Resource Center (ARC), to include executing the ARC strategy, goals, and objectives and through planning for and leading of multiple initiatives in support of the division and enterprise. The program manager would be responsible for overseeing and coordinating efforts between multiple projects, teams, and stakeholders leading with focused attention to strategy, implementation, delegation and execution.

The Research Informatics & Data Science Program Manager in the Analytics Resource Center will oversee the intake process for grants and projects involving research informatics and research information technology services. This includes scoping, identifying resource needs, developing budgets, providing documentation for grant submissions, triaging and assigning work. As part of the intake process, this role will provide support for self-service tools and determine when full services are needed. This role will also project manage research informatics & data science programs, including multi-center research network projects. This role is responsible for ensuring compliance with all applicable regulations and policies, and ensuring necessary documentation such as IRB approval and data-related agreements are in place prior to sharing data. A strong candidate has expertise in project management, research regulations, research informatics methods and standard clinical data models.

Qualifications

Minimum Qualifications:

Education – Bachelor’s degree in business administration, finance, or computer science

Experience– Seven years of project management or business/project analyst experience

Equivalency – In lieu of bachelor’s degree, four years of professional experience will substitute

Certification(s) – Epic Certification required within four months of hire to maintain employment

Licensure – None


Preferred Qualifications:

Education: Prefer masters in informatics, computer science, epidemiology or public health

Experience: Prefer experience with research regulations, data agreements, research informatics methods and research methodology

Responsibilities

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the functions which the employee may be expected to perform.

  • -Partners with executive leadership to identify and prioritize analytics resource center goals and objectives; develops and maintains the ARC program strategy and supporting business case, which includes program documentation.
  • -Develops an evaluation method to assess program strengths and areas for improvement.
  • -Develops, implements, and monitors budgets that are complex in nature; allocates shared resources among projects within the program; prepares reports detailing the status of the program budget and compliance to any requirements as specified by funding sources.
  • -Performs lead work over architects and project teams who have been assigned responsibility for various projects within the program; establishes work plan responsibilities and scope of authority for project stakeholders.
  • -Ensures goals are met in areas including customer satisfaction, safety, quality and performance
  • -Meets with executives and stakeholders to ensure communication is transparent, understandable and cohesive
  • -Manages the overall risk of the program, which includes conducting risk and cost/benefit analyses and devising strategies to deal with unexpected crises and unresolved risks.
  • -Monitors program milestones to maintain continuous alignment of program scope with strategic business objectives; ensures projects within the program are completed within established time and budget schedules; recommends modifications to project managers to enhance the effectiveness toward the business result or strategic intent.
  • -Develops methodology for budget and billing for research projects
  • -May participate in grant application process for resource scoping.

SCOPE AND LEVEL

Guidelines: Advanced full performance professional level work that requires additional knowledge, education, training or experience. Guidelines are generally in the form of stated objectives only with issues and factors largely undefined requiring the employee to exercise creativity and ingenuity in devising criteria, techniques, strategy, and methodologies for approaching assigned functions or projects.

Complexity: Duties performed involve concepts, theories, and concrete factors to be evaluated and weighed requiring a high degree of analytical ability, independent judgment, and decision-making. Acts as a subject matter expert in the field of expertise.

Decision Making: Exercises judgment and discretion, and is responsible for determining the time, place and sequence of the work performed.

Communications: Contacts are of a remedial nature involving the resolution of problems and where some degree of discretion and judgment are required in carrying out a major program and/or function of the organization.

Supervision Received: Performs work with minimal supervisory oversight. Work assignment is generally unstructured and employee is responsible for organizing complex, varied, and simultaneous coordination of several functions, programs, or projects in various stages of completion.

Salary Information

Annual Salary Range (Based on 40 hours worked per week): $109,636.42 to $164,454.63
Hourly Salary Range: $52.71 to $79.06
