Job Description

The Center for States Senior Child Welfare Data Analyst will provide a wide range of data analysis, visualization, and consultation services. Required areas of expertise include use of the federal Child and Family Services Review (CFSR) Statewide Data Indicators syntax, experience developing data visualizations using CFSR supplemental context data; experience with child welfare data sets and federal reporting through the National Child Abuse and Neglect Data System (NCANDS) and the Adoption and Foster Care Analysis and Reporting System (AFCARS), experience developing and presenting user-friendly data visualizations using state and/or federal child welfare data to support improved outcomes for children and families.

Key Responsibilities

  • Conduct data analyses and develop user-friendly data visualizations using a variety of data sources, including CFSR data indicators, supplemental context data, AFCARS, NCANDS or state administrative data. 

  • Work with jurisdictions to develop data analysis plans that are targeted to the jurisdiction’s needs; define specific questions the analysis will address; and build on the jurisdiction’s current data capacity. 

  • Provide to and/or co-create with jurisdictions data visualizations and facilitate focused data consultation sessions that help the jurisdiction to understand and use their data to drive program, policy and practice decisions. 

  • Provide expert consultation on the analysis and effective use of qualitative case review data to inform the CFSR Statewide Assessment and/or Program Improvement Plan development, implementation or ongoing monitoring.

  • Work with Data Team Lead and/or Manager to develop appropriate data use agreements with jurisdictions, as needed, to support project activities.

  • Review and synthesize state/territory profiles, CFSR Statewide Assessments, CFSR Reports, CFSR Program Improvement Plans and progress reports and other materials related to the jurisdiction and/or assigned project.

  • Develop relationships with other partners providing services as part of project execution.

  • Facilitate virtual meetings with the jurisdiction or travel to assigned jurisdictions as needed, depending on needs of work plan.

  • Maintain contact with the Liaison, Center Data Team Lead, Center CQI & Data Manager and project team.

  • Contribute to regular project reporting and support for activities related to the project’s evaluation, including data collection and continuous quality improvement efforts.

Basic Qualifications:

  • Bachelor’s degree in data science, data analytics, or relevant field

  • 8+ years professional work experience with at least 5+ years of experience in providing data analysis, data visualization and/or Continuous Quality Improvement in child welfare or a related field (such as public health, education, mental health, or disabilities)

Preferred Skills:

  • Master’s degree in social work, public administration, or other advanced degree in a field related to child welfare practice and service needs or data analytics

  • In-depth knowledge of the CFSR Data Indicators, including experience running the syntax and disaggregating data to analyze state performance

  • In-depth knowledge of the CFSR Online Monitoring System (OMS) reporting features and experience using OMS data reports

  • Knowledge of opportunities and approaches to cross-system collaboration and partnerships, particularly as it pertains to data sharing, matching data across systems (e.g., child welfare, court, mental health system, etc.) and conducting analyses

  • Ability to implement and make use of data from functional assessments (e.g., Child and Adolescent Needs and Strengths, Family Advocacy Support Tool)

  • Experience with information systems and report development in child welfare settings

  • Expert level knowledge of state and federal child welfare data sets, including AFCARS, NCANDS, CFSR measures, and other state administrative data.

  • Expert skill in conducting analyses and developing user-friendly data visualizations using state and federal child welfare data sets.

  • Considerable experience involving facilitation of data-driven decision-making in Child Welfare or a related field

  • Excellent interpersonal skills and the ability to build and maintain positive, productive relationships with peers, colleagues, consultants, and professional staff

  • Strong analytical, problem-solving, and decision-making capabilities

  • Experience working with relational data sets and developing queries in SQL for use in creating reports

  • Excellent verbal, interpersonal, and written communication skills

  • Proficient with MS Office applications (Word, Excel, and PowerPoint)

  • Proficiency with SPSS, SAS, Tableau, Power BI, R, or other software for data analysis and/or visualization

  • Ability to gather, organize, and synthesize information for application in technical assistance delivery

Pay Range – There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$69,862.00 – $118,765.00
