Terms of Reference
This position will be located in Panama City.
Please note that this position is offered under UNOPS LICA contract at LICA-6 level until 31 December 2024, with possible extension subject to budget, good performance and operational needs.

1. Background
The Statistics and Data Analysis Associate will be responsible for implementing specific tool packages and Terms of Reference within ONPAR, including quality assessment tools and training for unit staff at the national level, as well as ensuring high-quality reporting products within a well-defined frequency.
2. Objectives
Contribute to the improvement in the production and presentation of reports and the quality of data within ONPAR, including:
• Support ONPAR in the administration of its information and case management systems, including the case management system and its new functionalities and technological tools that will enable reporting and data information.
• Data governance and system interoperability, particularly to improve data visibility and present data reports internally and externally for reporting and management purposes.
• Strengthening capacity in data analysis and statistical information management, focusing on making data reports easily accessible to ONPAR unit heads, but also at the operational level.
• Improve inter-institutional channels for sharing data reports that meet higher quality standards.
• Organize ongoing training programs and practical sessions for ONPAR staff at the national level, including international standards for official refugee statistics.
• Prepare statistical reports on refugees and all associated processes for internal and external use according to ONPAR’s needs and criteria.
• Support ONPAR in developing the necessary software for the required solutions and improvements as part of the digital transformation.
• Other activities that UNHCR, together with ONPAR, determine as priorities.
3. Monitoring and Progress Control
• The Statistics and Data Analysis Associate works with the ONPAR team and the Ministry of Government, particularly with the Statistics Office, to supply and manage data to support decision-making and ensure the adequate quality of data collected by ONPAR. The Statistics and Data Analysis Associate provides daily support to ONPAR in data-related activities, including generating visualization products and dashboards to meet ONPAR’s data reporting needs as required by its various units and supporting UNHCR and the Ministry of Government’s statistics requests to ONPAR.
• The Statistics and Data Analysis Associate is expected to deliver specific products that develop and strengthen ONPAR in terms of online reporting and data analysis in line with the activities detailed in section 2 and according to the emerging needs of ONPAR and UNHCR.
4. Workplace and Supervision
The person hired will be physically located at ONPAR main office; however, due to the responsibilities that must be carried out, the Statistics and Data Analysis Associate must be available to travel to different parts all over the Republic of Panama.
Will be under the supervision of ONPAR’s General Director and must be subject to the workload and guidelines of said institution.
5. Qualifications and Experience
a. Education
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.
b. Work Experience
Essential:
2 years in data or statistical field. Experience with national and/or international statistical systems. Ability to translate planning-specifications into technical briefs for data collection and analysis, and vice versa. Understanding of different data collection methodologies. Familiarity with planning, programming, strategic planning, project development, budgeting and resource mobilization. Experience working with partners, including host and donor Governments, humanitarian and development partners.
Desirable:
• Previous experience with government refugee authorities in charge of national asylum systems.
• Previous experience in data management and software development.
• Previous experience handling sensitive and confidential information and data collection methodologies.
• Knowledge of UNHCR protection standards and indicators.
• Experience with Microsoft Dynamics CRM, R, SPSS, MS Access, SQL, SSRS, and Python.
• Experience in web design and web testing.
• Experience managing SQL Server and MySQL databases.
• Experience with data visualization tools like MS Power BI, Redash, and Tableau.
• Knowledge of MS SharePoint Forms and Advanced MS Excel Operations.
• Experience with ETL (extraction, transformation, and loading) processes.
